Of course it’s not true at all, as much as I wish it was.
The above email is obviously a scam as I have never heard of an MSN Vcard, let alone possess one!
Additionally, the fact that the reply address is a hotmail account is a bit of a giveaway too!

Its not true and if you only got 2 such emails in a month then you should probably count yourself lucky!!!
What would it take for these bastards to be extradited and prosecuted?
Strangely enough, I don’t think that is ever likely to happen, not least because they are virtually anonymous, using cyber cafes. etc, to perpertrate their scams.
