Make no mistake about it, we are in the age of information.
The world always goes through shifts.
The people who wield the power changes all of the time.

Once, an actor was considered a lowly professional and brought shame upon a family.
Now being an actor is considered something to aspire to and brings great wealth and fame to whoever achieves it.
The same can be said for people who are scientific thinkers and acquire great knowledge.
These types of people were once scorned and derided.
Now they are the power brokers and the captains of industry.
In less than a generation, the richest man in the world is, what would use to be considered, a weak geek.
Now he is arguably the most powerful man on the planet.
Knowledge Is Everything
This same principle applies to people with a large amount of computer knowledge.
Governments are scrambling to get the best and brightest in the world of hackers, and bring them to their side.
In the new digital age, wars are being fought in a different way than in generations past.
Along with the normal physical aspects of war, there is a digital front that must be protected as well.
Most parts of the government are networked for faster and easier communication.
A smart hacker can access this network and disrupt communications in the government.
This can lead to problems for our standing army in the field.
This is why governments must have their own army of hackers on the payroll, to counteract this effect.
Also they want to be able to attack other governments in this manner as well.
To find the best and the brightest, governments are holding open competitions to see who is good and is willing to work for them.
The Chinese have been doing this for years.
They knew that the digital front would be important, so they took the time to support the hacker culture.
Now, due to the support they were given, hackers have a large amount of national pride.
They will help their country anyway that they can.
America has finally decided to take a cue from the Chinese and has increased spending to do a similar thing.
They are trying to cultivate the next generation of American hackers so that they will come work for the government.
They need the help very badly.
Network Infiltration
Chinese and Russian hackers are infiltrating American networks on a daily basis.
It is only a matter of time before they find something serious that will put the country in jeopardy.
Right now, the government pay is still lower than one would get in the private sector.
If they have any hope in trying to compete, they will need to create an atmosphere that is hacker friendly.
This means that they would have to break protocol on some of the normal standards that the government operates under.
If they are not able to do this, then future hackers will stay in the private sector.
